In response to stakeholder feedback, EPA enhanced stakeholder engagement opportunities for Endangered Species Act consultations in 2013 with the publication of a document entitled “Enhancing Stakeholder Input in the Pesticide Registration Review and ESA Consultation Processes and Development of Economically and Technologically Feasible Reasonable and Prudent Alternatives.” This document outlines public input opportunities during the pesticide consultation process. It is available in docket EPA-HQ-OPP-2012-0442 at www.regulations.gov.
In accordance with that stakeholder input process, EPA is posting draft biological opinions from either National Marine Fisheries Service (NMFS) or Fish and Wildlife Service (FWS) prior to being finalized to ensure an open and transparent process and to ensure that measures taken to protect threatened and endangered species are both feasible and effective.
